dot and double dot

Is there a difference between the folders ".test" and "..test"? Is it just that the folder "test" is hidden by adding dot to it and ".test" is made hidden by adding another dot to it? Or is there any other difference? The question is not based on any real-time scenario. This question is just to understand the system better.
