セキュリティーパッチを RHEL 8.2 に適用するか、または RHEL 8.3 にアップグレードした後に、システムは "systemd[1]: Freezing execution" を出力して起動に失敗する

Issue

セキュリティー更新を適用するか、または RHEL 8.3 にアップグレードした後、システムは起動できなくなります。

• コンソールで以下のようなエラーが表示されます。

  systemd[1]: Freezing execution
  

• シリアルコンソールを有効にすると、以下のようなメッセージがシリアルコンソールに出力されます。

• yum コマンドがアップグレードまたはセキュリティー更新パッチを適用している間に、以下のメッセージが表示される可能性があります。
