Security Fix(es):

• mediawiki: $wgRateLimits (rate limit / ping limiter) entry for 'user' overrides that for 'newbie' (CVE-2018-0503)
• mediawiki: BotPassword can bypass CentralAuth's account lock (CVE-2018-0505)
