Fixes

• RHEL-1244 - dnf update --security doesn't correctly apply updates to all the available packages.
• RHEL-1253 - installing a kernel-core dependency bypasses the installonly_limit
• RHEL-6421 - libdnf may create /run/user/0 directory, causing a bad context to be applied, leading to further issues
