Build a newer version of FIO for RHEL 9

Currently the available rpm for the fio tool is 3.35 for RHEL 9. This is far from the latest version and was released in May 2023. The latest version per the fio github is 3.41

There is a crucial feature in 3.41 that we need that includes sprandom support. Would this package be able to be updated to version 3.41 for RHEL 9 and 10?
