why not support ssh5 on rhel5.x??

If I install the openssh5 on rhel5.x version, it can not receive assistance?
And why is that?

RedHat only has an obligation to support programs that they've tested and shipped on the OS media you get from. As with any other commercial vendor, getting support for stuff you didn't get from that vendor is mostly a non-starter.

Is there a specific feature you are after in ssh5 that is causing you to upgrade?

Usual reason I've seen people citing as the basis for their desire to move further up the OpenSSH version-tree is CA signed-keys support. My recollection is that this feature was added - in a fairly limited way - to OpenSSH 5.x. However, support of the PKCS/X.509 type certificates that most folks are familiar with weren't fully supported until the 6.x code-tree.
