Packages not available after fresh install of rhel 6

After fresh installation of rhel 6, when I am trying to install a package for eg: yum install vsftpd

It returns with an error message, package not installed/found.
Can you help?

Ps: i cannot install any package, after checking i found there is no packages folder/directory
