Download Guile 3.0.9

Hey I would like to install this package in my red hat 9, however I dont know how to install a package , I tried to install ,extracting this file ,follow the instruction on the GNU website , nothing worked for me , not sure what to do , please help me to install this Guiile package from scratch and share all the steps please. thank you
