Installer thumbdrive boots to grub CLI and no commands work

Made from rhel-baseos-9.0-x86_64-dvd.iso
HP Prodesk G6
Thumbdrive is Sandisk Ultra Fit 16gb USB3

When I boot it it just goes immediately for Grub>
ls command not found
find command not found
cd command not found

When I boot a same thumbdrive with Kali it boots up fine.

I tried searching, but everything I found was a grub prompt when trying to boot an installed system.
Any suggestions?
