leapp preupgrade failing AttributeError: 'NoneType' object has no attribute 'maps'

Running leapp preupgrade command on RHEL 7.9 to go to 8.4 results in it failing. No report is generated. The error occurs for repomap in vendor_repomap_collection.maps. I can't find anyone else experiencing this failure.
