RHEL slow to reboot from Xterm

When I type reboot from Xterm , it seems to have a singular tab (aka cursor) (-, this character) at the top left that blinks.

update : I waited less than 5 minutes and it did work. So possibly some commentary as to this functioning ? whether it's clearing a deadlock, updating something, I would be interesting in insights.
