how to configure desktop to start in full screen by default?
I found that I can:
- connect to user portal (without automatic connect)
- select a vm line
- edit console options and select "open in full screen"
- start console
- ok in full screen
But how to setup to connect automatically and get by default full screen and not windowed mode?
And any way to disable then Shift+F11 functionality for the end user after connecting in full screen?

It seems to me that you may be using the Power User Portal. In there, VMs are started in Windowed mode by default.
In the User Portal, VMs are started in Fullscreen mode by default.
The Power User Portal has tabs at the top right. If you click on the Basic tab, you will go to the User Portal.
There used to be an issue which may explain why you are unknowingly using the User Portal. If you had made any template public, then all Virtual Desktop users would start in the Power User Portal instead of the User Portal. I believe that this was fixed in RHEV-M 3.0.7.
