RHEL 7 - Selinux issues

Hi,

In the current version of RHEL 6 it was possible to make certain domains permissive. For example putting nrpe_t in permissive mode:
/usr/sbin/semanage permissive -a nrpe_t

In RHEL 7 this fails with:
RuntimeError: compilation failed:
make: /usr/share/selinux/default/Makefile: No such file or directory
make: *** No rule to make target `/usr/share/selinux/default/Makefile'. Stop

I fixed the problem by installing policycoreutils-devel. But I wonder policycoreutils-devel seems a new package (not available on EL 5 or El 6) should it made a dependency of policycoreutils-python? The error is very cryptic and I found out the solution by accident.
