Content disappeared from capsule

Context:
An organization has let their subscriptions expire. Are like this for more than 3 weeks.

Now while they are expired, I found a "Remove orphans" task taking almost 14 hours for pulp to start it.

Went to check and saw that the task was trying to remove repos from their capsule that don't even exist anymore in:
/var/lib/pulp/published/yum/http/repos///

The only content that remains (either in the capsule or on Satellite itself) is for a content view that has custom products.

Everything else is gone.

Is it normal for Satellite to completely remove content on the capsule after the subscriptions go missing?
