Multitenancy in Jboss rhpam business central

How to manage users for multiple tenants for same task in jboss rhpam. Can we add new user by using api?

While log-in in the business-central, if user is in tenant-A then he should be able to see the tenant-A processses and users present in it. same with user with tenant-B and so on...

Or

For every bpmn workflow there should be seperate userbase, roles, groups.
