Reason for halt in /etc/ftpusers file

Is it possible to find out the reason for what /etc/ftpusers file include halt?

/etc/ftpusers contains a list of users that are denied access via ftp.
halt is a special user whose entire purpose is to halt the system. There is no reason that people should ftp files to or from the system as user halt, therefore halt is in /etc/ftpusers.
