device-mapper: reload ioctl on (253:21) failed: Cannot allocate memory When activating the vg with vgchange

Hi All,

I am getting an error when activating the VG with vgchange command.

vgchange -a y case_volume
device-mapper: reload ioctl on (253:21) failed: Cannot allocate memory
0 logical volume(s) in volume group "case_volume" now active.

Found one Redhat Article which says it will work on the second attempt or later but it never worked for me and getting continous error.
