Keepalived version 2.0.18 with VRRP version 3 protocol which RHEL OS version supports??

I am currently using RHEL 7.1 version with keepalived 1.2.13 version VRRP 2 protocol support. During failover it is taking around 2-3 seconds time.

I want to reduce failover time to 1 second. For this i have installed keepalived version 2.0.18 in RHEl 7.1 OS.

My questions are:

1. Whether Keepalived version 2.0.18 version will support in RHEL 7.1 OS??
2. Any packages to be installed for VRRP version 3 protocol.
3. Anyone share the /etc/keepalived/keepalived.conf file contents.
4. Whether Keepalived version 2.0.18 version will support VRRP version 3 in RHEL 7.1 OS??

I am using keepalived.conf file but when i start keepalived service using systemctl command it throws error saying
"/etc/keepalived/keepalived.conf file is not a regular non-executable file"
and then it enter into the failed state.

Please help me for resolving this issue
