When you want to use virt-manager you have to have a GUI, so select Server with GUI during the installation process.
Once the RHEL system is installed, rebooted, registered, your subscription is attached, the repositories are enabled, execute :
sudo yum install qemu virt-install virt-manager. Then restart the system and enjoy RHEL 7 (KVM) virtualization.
Of course you can select Virtualization Host during initial install as well, but this method installs everything completely.
One additional hint : Do not install RHEL 7.0, better install RHEL 7.4 - that is the latest stable edition of the operating system.
