Foreman & ESXi Host licensing without "Liaison VM" ?

My understanding is it's possible to attach a Red Hat Virtual Datacenter license directly to an ESX host (without needed the "liaison" or Guest VM as detailed in support articles such as the following):

Can anyone please point me in the right direction, because all I'm able to find online is the scenario of having a Guest VM using virt-who ?

Okay (and responding to my own question). Looks like I need to run virt-who in ESX mode as per https://access.redhat.com/documentation/en-us/red_hat_satellite/6.1/html-single/installation_guide/index#chap-Red_Hat_Satellite-Installation_Guide-Managing_Hypervisors_and_Virtual_Guest_Subscriptions
