Foreman & ESXi Host licensing without "Liaison VM" ?

My understanding is it's possible to attach a Red Hat Virtual Datacenter license directly to an ESX host (without needed the "liaison" or Guest VM as detailed in support articles such as the following):

Can anyone please point me in the right direction, because all I'm able to find online is the scenario of having a Guest VM using virt-who ?
