Delay startup of rsyslog service until after network is up

I am a definite newbie with Redhat and Linux. I have a Redhat server running rsyslog 8.21. It writes its own logs locally and at our SIEM as 127.0.0.1. We have implemented a piece of code in the rsyslog.conf file that makes it use its own IP as the directory name for where it writes logs locally and in each local message that it forwards.

The problem is that the service will not write by the server's own IP until the rsyslog service has been restarted after a server reboot. Is there a way to delay the startup of the service so it starts after the network comes up?
