I wonder if you could help me to know if package dnsmaq is installed by default on the different versions of RHEL and if it is activated by default.

If you don't select any additional packages, dnsmasq is not in the base server install.

If you select to install the Virtualization Host group, then dnsmasq is installed to provide DHCP and DNS to libvirt VMs on the virbr0 private bridge.
