I would like to purchase a service or subscription that can get full set of patches in https://access.redhat.com/labs/psb/versions/kernel-3.10.0-514.10.2.el7/patches,
Is there any contact window?

I'm not sure if I understand your question. You could sign up for a Red Hat Developer Subscription for free at https://developers.redhat.com/. Or you could buy a standard or premium subscription from a reseller of your choice. In both cases you get access to several repository channels with software and errata packages.

Thanks for your information. I have registered for a free Red Hat Developer Subscription, and I can see all kernel patches in https://access.redhat.com/labs/psb/versions/kernel-3.10.0-514.10.2.el7/patches, Due to maintain local kernel tree for our product is necessary, so I would like to get these patches and apply on our local kernel tree. Now I can only get them one by one on that site, is there any way to get all of them at once? what kind of service or subscription should I have to apply or purchase?

Ok, now I understand. I don't have an answer for that. But mabe you could do some scripting with wget or curl to get all the files from that page.
