Full management content hosts
We have procedure where we enable rhel-7-server-satellite-tools-6.1-rpms on all our content host server. Based on reading the blogs, Satellite tools repo is to add "Full management" capability on the servers.

1). Building servers
2). Subscribting the server to register
3). Enabling the satellite tools repo
4). Installing katello-agent.
What is "Full management" capability and why it's needed? Should we be adding rhel-7-server-satellite-tools-6.1-rpms on all the content host servers? How can we fully utilize the benefits of "Full management "

In the original post that you linked, the user described their means for taking a pre-existing system and getting it properly setup for content (via subscription-manager) and for configuration via puppet.
The method that you've listed above will properly get a system registered and getting content from Satellite. It doesn't cover setting up Puppet or any of the other components which depend on Puppet for their setup (OpenSCAP, Red Hat Insights)
Regarding your questions:

In the original post, this was referring to configuring both content and configuration. Puppet is used for configuration management and setting up OpenSCAP & Insights. You can setup OpenSCAP & Insights without using Puppet, but the process is a bit more involved.
Should we be adding rhel-7-server-satellite-tools-6.1-rpms on all the content host servers?
Yes. This repo contains both the katello-agent and puppet packages.
How can we fully utilize the benefits of "Full management "
- Install Puppet on the client.
- Configure Host Groups containing Puppet content.
Note, you can speed the import of systems into Satellite 6 via the bootstrap script
