updateinfo messages about removed packages

when I run yum update --advisory=RHSA-XXXX:YYYY I got a lot of messages like these:

# yum update --advisory=RHSA-2016:0043
Loaded plugins: product-id, search-disabled-repos, subscription-
              : manager
 --> dracut-config-rescue-033-359.el7.x86_64 from @anaconda/7.2 removed (updateinfo)
 --> gnutls-3.3.8-12.el7_1.1.x86_64 from @anaconda/7.2 removed (updateinfo)
 --> iproute-3.10.0-54.el7_2.1.x86_64 from rhel-7-server-rpms removed (updateinfo)
 --> sudo-1.8.6p7-17.el7_2.x86_64 from rhel-7-server-rpms removed (updateinfo)

Does this mean that packages are missing which are needed for the installation of a specific RHSA?

Those are newer packages which can be installed. The statement at the bottom tells you the number of packages available. Here's a snippet.

The libnl3-cli version installed is older than the yum update advisory.

# yum update --advisory=RHSA-2017:0276
 --> libnl3-cli-3.2.28-3.el7_3.x86_64 from rhel-7-server-rpms removed (updateinfo)
 --> kpartx-0.4.9-99.el7_3.1.x86_64 from rhel-7-server-rpms removed (updateinfo)
No packages needed for security; 42 packages available
Resolving Dependencies

# yum list available | grep -i libnl3-cli
libnl3-cli.x86_64                     3.2.28-3.el7_3         rhel-7-server-rpms

# rpm -q libnl3-cli
libnl3-cli-3.2.28-2.el7.x86_64
