Is the CLI the only way for controlling/deploying the undercloud/overcloud? Isn't there any GUI?

Yes, the CLI is currently the only method for deploying the overcloud. However, work is happening upstream to develop the TripleO user interface. This work will find its way into a future version of Red Hat OpenStack Platform.

Controlling the overcloud after deployment is done with the standard OpenStack Horizon dashboard.

In this case, I think that using packstack is quite better for small deployments. Now the next question is: Does Red Hat give support for OpenStack packstack installed systems?

Packstack works well for small deployments such as a dev or test lab and we do support environments that were configured using packstack. However, packstack has many limitations compared to OpenStack director.

Packstack does not support upgrades between versions of OpenStack, while director does support these upgrades (OpenStack 7 to 8, 8 to 9, etc.). Packstack also cannot configure Highly Available controllers. For these reasons, we do not recommend packstack for production deployments.
