Packages missing from repos

I have a VM registered with Satellite 6, but when I run a yum repolist, I don't see all the packages contained in the repo.

[root@rhel7-test1 ~]# yum repolist
Loaded plugins: product-id, rhnplugin, search-disabled-repos, subscription-manager
This system is not registered with RHN Classic or Red Hat Satellite.
You can use rhn_register to register.
Red Hat Satellite or RHN Classic support will be disabled.

In my Content View, under Yum Content, I should see 188 Packages for Extras, 8432 packages for Optional, etc. None of the numbers match, they're either off or missing entirely. I've checked the yum repo on the server and everything is enabled correctly. Is this a subscription issue? Do I just not have access to these RPMs?

please validate your registration as you are getting "This system is not registered with RHN Classic or Red Hat Satellite." while issuing yum

I think I'm only getting that message because the rhnplugin was enabled in yum. The server is registered with subscription-manager.
