Adding comments to RHEL 5/6/7 cluster.conf

/etc/cluster/cluster.conf is a XML-based file and XML allows comments like this:

<!-- put any text here -->

Are comments allowed to RHEL 5/6/7 cluster.conf as well? Are there any limitations?
