I am not sure I understand what this is saying "Red Hat Enterprise Linux OpenStack Platform Self-Supported Business Partner NFR - Guest has not been reported on any host and is using a temporary unmapped guest subscription."

i get this sometimes when I build a host , is this saying that it is out of subscriptions ?

Several types of subscriptions you can purchase from Red Hat are modeled so that you can use them on a phyiscal machine, and then get X guests running on that machine. Since guests are not allowed to know what host they are running on, the virt-who tool is used to provide the host to guest mapping to tools like Satellite 6.

In 6.0, a race condition existed that if a user wanted to provision a guest on a host which already had a subscription, then the virt-who process needed to report that association during the provisioning cycle. This was not likely to occur, and caused lots of customer issues. In 6.1, Satellite introduced a "temporary" subscription model where guests will get a temporary subscription during provisioning, and then virt-who will cause the correct subscription to be applied when it is run. What you are seeing is the warning message about the first case.
