subscription manager shows "insufficient" after building a instance

I have added an activation key and when I boot an instance it "seems" to register but when I do a "subscription-manager status" I get back this

Is virt-who running? Are subscriptions attached to the hypervisor in Satellite?

Take a look at Subscription-manager for the former Red Hat Network User: Part 3 - Understanding virt-who which covers this behavior and explains why it is happening.

Rich why does the "Overall Status: Insufficient" persist.

Configure virt-who with the help of https://access.redhat.com/labs/virtwhoconfig/ That will change the subscription status to "current"

virt who becoming more a PITA than a solution (requiring reboots after long periods of working status and us forgetting this service even exists and is needed)

This issue in my case was to change the user admin the Satellite and do not adjusting the configuration the virt-who.

I adjusted in /etc/virt-who.d/*.conf the new user and password then i restart virt-who.
