How does sing a browser (IE11 or chrome or firefox) with ftp differ from Command line ftp

Why cannot a browser return the listing of a directory when logged in as a user (non-super user)? I get a list back when logged in via the command line with ftp and same user. the same creds are sent in both cases.
(Of course the superuser via a browser gets a listing back).

Weird. Usually, if you're going to have FTP issues, you'll hit them with the CLI-based FTP rather than the browser-based FTP. Haven't otherwise observed what you're describing, though.
