genhomedircon creating the wrong MLS label

I Want my users homedir to have mls label s0 but it's getting set to s1

The file ./modules/active/file_contexts.template looks correct:
HOME_DIR/.+ system_u:object_r:user_home_t:s0

But when I run genhomedir the contexts/files/file_contexts.homedirs ends up with this:
/home/myuser -d myuser_u:object_r:user_home_dir_t:s1-s31:c0.c31
Should be
/home/myuser -d myuser_u:object_r:user_home_dir_t:s0-s31:c0.c31
