What version of httpd from Redhat supports OSCP Stapling? I see the latest version available from Redhat is 2.2.15, but apache is at 2.4....Is there a place that cross references the versions since they may not always match up?

Red Hat Enterprise Linux 7 includes httpd 2.4.6. If you use RHEL 6 (which has httpd 2.2.15), you can install a current version of httpd as a Software Collection (i.e. fully supported by Red Hat). See Getting Access to Red Hat Software Collections. Red Hat Software Collections 2.0 includes httpd 2.4.12.

Is there a way to download the packages manually from Software Collections without using yum?

RH Software Collections are distributed using a repository just like other Red Hat products. After you enable this repository (see the instructions linked from my previous comment), you can use Yum to download packages without installing them (see How to use yum to download a package without installing it).

Or you can download packages from the Customer Portal using the RPM Package Search. See also How to download rpm package manually from the Customer Portal?

However, I would encourage you to install packages using Yum as that takes care of dependencies.
