About ntp synchronization

What is the cause that can not be corrected by the time ntp?
This is the setting of "slew mode" but the time will continue to shift gradually.
1 week ago: progressed 200 seconds
Now: progressing 500 seconds

In "ntpq -p" We can confirm synchronization.

According to Deployment Guide: Understanding NTP slewing should only be used if the time is within 128ms. Beyond that, ntpd should make changes to the clock in steps. So, unless you have made changes to the default config, slew settings should not be an issue. Can you confirm no one added the -x option to the /etc/sysconfig/ntpd configuration file.?
