ntp new rpm is not available.
Hi
we are in process of mitigate CVE-2014-9294 vulnerability and referring https://rhn.redhat.com/errata/RHSA-2014-2025.html.
Which suggest to upgrade ntp to ntp-4.2.2p1-18.el5_11.x86_64.rpm for RHEL5 for x86_64.
But the same rpm is not available on download link it still showing ntp-4.2.2p1-17** as latest rpm.
Please address it as soon as possible.

I just downloaded this rpm at this link https://rhn.redhat.com/rhn/software/packages/details/Overview.do?pid=1027591, and verified the sha256 sum and it is proper.
ntp-4.2.2p1-18.el5_11.x86_64.rpm (1,395,522 bytes)

By the way, the link you provided (and all such RHSA articles) do not link directly to a given rpm. Use the RPM find page to search for any given rpm (I agree, it would be nice if it were in the RHSA articles, but until that occurs, this is the way I obtain individual RPMs, I've had to use the RPM find query for years when searching for rpms that I find from RHSA articles):
1) At the top of the Customer Portal, find the link (at top) that says Downloads (goes to -> https://access.redhat.com/downloads/)
2) Look at the right of the page for "RPM Package Search", and click on it (goes to -> https://rhn.redhat.com/rhn/channels/software/Search.do)
3) In the "Search For" block, enter "ntp-4.2.2p1-18.el5_11" (without quotes)
4) Checkmark the option "In the following architectures" and click the applicable one (I selected the bottom option "x86_64" for 64-bit)
5) Click "Search"... and the results appear at the bottom.
