Where is the link to manage portal access for users?

Used to be, I could give users various levels of access to our portal content. I could let them have access to KB content, access to user groups, access, whether they are allowed to file support cases, etc.

I can't find this functionality in the latest update to the customer portal, can someone tell me where it has gone?

If you click on your account name at the top right and click 'User Management' at the bottom left of the tab that is displayed, this gives you control over user access.

Alternatively, go directly there:
