Configuring min-replica=0 and --enable-autoscaling in ROSA HCP

Problem:

1. I am unable to set the minimum replica for a machine pool to zero when autoscaling is enabled.
2. I am unable to enable autoscaling when the minimum replica is zero.
3. I need to run at least one node for every machine pool when autoscaling and it incurs cost.
