SELinux and Policies

I was reading an article that stated that there are only
four policy stores: 1) strict 2) MLS 3) MCS 4) targeted
I read different article that stated that there are two types
of policies: 1) targeted and 2) Multi-Level Security.

Based on these two "seemingly" opposing statements,
I'm not sure how to ask the question - but I know I have
one. I'll leave it to you to suggest the question that I
could/should ask, to help me connect the dots.
