installing packages from ISO

Trying option of installing packages from ISO, Can this be done?. I was actually getting error that it couldn't find the path for the files?. I will try again, but if anyone has accomplished this, can you give me a tip?. RHEL 9.4; all I want is to reinstall subscription-manager since I somehow removed it by accident and trying to re-subscribe the server. Thanks.
