RHEL 8.9 hangs upon decryption

I installed RHEL 8.9, server with graphics. LVM and Encryption turned on. Standard filesystem layout (did not go with custom).

Everything seemed fine, the system was usable.
A reboot prompts for decryption key which I enter. It hangs forever. I waited for couple of days to no avail. It doesn't even come back. It stuck at the spinning wheel. I am sure the password is correct. Plus If I enter the wrong password, it quickly comes back to the decrypt prompt.

My install SSD is Samsung 990 Pro 4TB. Coud it be RHEL does not support its Pascal controller?
I see no other options but to reinstall at this point, totally unacceptable.
