Image Builder - Account has Expired

I created an Image using Image Builder and in both the .iso and .ova with the following user account information at a minimum:

name = "user1"
password = "HASHED'"
groups = ["wheel"]

When I attempt to log in I get the message that the account has expired... authentication token is/has expired.

Am I missing any other information?
