Rhel 8 - service is stop but response on telnet on his port

Hello,
I have some issue,
When i stop some service, and telnet his port i figure out that telnet is accept.
Did anyone fac this issue before.

PS: Firewall is disable.
PS: When enable firewall then telenet is not accept anymore
