SSSD Basic Configuration RHEL 9

I am trying to configure SSSD in RHEL 9 following https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/9/html/configuring_authentication_and_authorization_in_rhel/index. Prior to adding my configuration for connecting to LDAP is it possible to bring SSSD to an active state with a minimal configuration such as only using local files? We currently have SSSD configured on our RHEL 8 boxes but the configuration seems to be a bit different where on 9 it is expecting a "non-empty" /etc/sssd/conf.d directory and on RHEL 8 we have nothing in that directory and that is not a condition of the service.
