How to get Satellite bits to new server?

I'm on Satellite 6.11, and trying to move Sat to RHEL 8 VM so I can go to 6.12. I have a new RHEL 8 VM. I want to do the migration by backing up the old Sat server and restoring on the new one. Other details:
* I have one Sub allocation that includes all my subscriptions. It is used by the old RHEL 7 Sat server.
* I recently enabled SCA on everything, because well, we're supposed to.
* I can get the new VM registered with rhsm, but is this what I want to do? Or do I want to register it on RH Hybrid Cloud Console? Are these actually doing the same thing?
* I understand that with SCA, a client shouldn't need attached subscriptions to access repos. However, subman doesn't show any available repos after the host is registered with rhsm.

Overall question is: how do I get the Satellite 6.11 bits installed on the new server?
