Warning: /dev/root does not exist

Hello,
I'm currently trying to install Linux Red Hat 8.2 on a HPE DL360 server. When I attempt to boot it from the .iso file downloaded to a usb I am getting the following error.
"Warning: /dev/root does not exist
Generating "/run/initramfs/rdsosreport.txt"
Entering emergency mode. Exit the shell to continue. Type "journalctl" to view system logs. You might want to save "/run/initramfs/rdsosreport.txt" to a USB stick or /boot after mounting them and attach it to a bug report.

Any assistance would be appreciated to resolve the issue. Thank you
