Bring back system-config-display

Please bring back system-config-display.  There is no longer a command-line utility to configure Xorg in RHEL6. 

As a result, display issues can only be resolved (often only temporarily) by either reinstalling the entire OS.  Of course, we can always avoiding runlevel 5, but we have found no alternative way to solve Xorg problems when the GUI is totally broken.

RedHat declined to remedy this for RHEL6, as documented in https://bugzilla.redhat.com/show_bug.cgi?id=586117. The verbiage for declining this issue says it was too late in the RHEL6 release to accommodate this.  It seems reasonable to expect a fix for this in RHEL7.
