RHEL 8 content and packages

See 1.1 in Chapter 1. Using AppStream Red Hat Enterprise Linux 8 | Red Hat Customer Portal. It uses the term content. Then 1.4 in that page is about package management. I assume it is implied that content is the same as packages but I would prefer that that be explicit. I have submitted relevant feedback but if someone can confirm my understanding then that will help. I am trying to learn using the documentation and it is frustrating when the documentation uses different terminology for the same thing without making it clear that they are the same thing.
