epel vs rhscl on production RHEL 7/8

What is recommended best practice to support current version (not in RHEL repo) of php/python/etc. on production RHEL 7/8 systems when needed by business software dependencies?
For example, php 7 is only available via RHSCL on RHEL 7.x system, but dependency for business software can not be resolved to rh-php7 in rhscl.
