Where can I get a FULL-RANGE package of all EPEL dependancies

Hello,

I'm currently setting up a nagios server but I need many EPEL dependancies ; BUT this server is in a full closed intranet & cannot access internet neither use any station to bounce as a proxy server.

So I need to get a full-RANGE package to build a local diretory as a local repo to do that.
I have no satellite in this network...

Where can I get it ? (as RPM,ISO,tarball or anything else)

(or if you have any better procedure) ...
