将 Satellite 6.11 更新至 6.13 在 openscap unresolved 依赖项上会失败
Issue
试图应用 6.11.z、6.12.z 或 6.13.z 更新，在 dnf update 命令中因为 openscap 和 rubygem-openscap 的依赖关系没有解析的依赖关系，更新会失败。
在将 Satellite6.11 从 RHEL7 原位升级到 RHEL8 时，会发生类似的错误。
